The most complete sprite and animation tool here, with layers, tags, onion skinning and sprite sheet export. It is paid and under an end-user license, so it is not open source. GPL-2.0 fork of the last GPL Aseprite, with Linux, macOS, Windows and Android builds. It is free, but its feature set differs from Aseprite and needs checking.
