Free GPL-2.0 map editor with object layers and automapping, the usual choice for tile-based levels. It does not draw sprites, so it complements a sprite editor rather than replacing one.
Best for Level maps built from tilesets
About Tiled
Tiled is a general purpose tile map editor for tile-based games such as RPGs and platformers. Maps are built from tiles on layers, and object layers hold rectangles, ellipses and polygons. Its automapping feature places the right tiles automatically, so you can draw a level's outline and let the tiles fall into place.
Tiled is distributed through GitHub releases, itch.io, Flathub and snap, and the maintainer signs the macOS and Windows builds. The editor is GPL-2.0 licensed, while the libtiled library is BSD licensed, which matters if you link the library into a commercial program. Tiled covers maps and levels rather than sprite drawing, so it works best alongside a sprite editor.
