How to choose an applicant tracking system for hiring
Choose an applicant tracking system by pipeline, interview scheduling, job board posting and pricing model, and learn when HR software should come first.
An applicant tracking system, or ATS, keeps open job requisitions, candidate records and hiring stages in one place, and it moves each candidate from application to offer. The choices that matter most are how far the system reaches beyond the tracker, whether interview scheduling and job board posting are included, and how the vendor prices its plans. An HR information system is a different first purchase when the problem is employee records and payroll rather than hiring.
What an applicant tracking system covers
Most trackers do the same core work: they post jobs, collect applications, move candidates through stages and record feedback. The applicant tracking ranking groups the products into rough tiers. Larger-company tools such as Greenhouse, SmartRecruiters and Lever sell to employers that hire at volume or run formal processes. Mid-market products such as Ashby, Workable and Teamtailor suit most growing companies, and small-business and free tools include Breezy HR, Zoho Recruit and JazzHR.
Pipelines and candidate records
A pipeline is the set of stages a candidate passes through, such as screen, interview and offer. Tools differ in what sits beside the pipeline. Greenhouse pairs its tracker with structured interviewing and talent matching, which suits teams that want interviews run in a consistent structure. Lever keeps applicant tracking and a candidate CRM in one record, so people you met before a role opened stay in the same place. Ashby adds candidate sequences across email and LinkedIn. Before you buy, ask each vendor to set up one of your real job pipelines in a demo. A stage list that looks right on paper can behave differently once interviewers, feedback and approvals are added.
Interview scheduling
Scheduling is often where a tracker saves the most coordinator time, and the listings differ in how they describe it. Workable offers self-service interview scheduling, Ashby includes scheduling in its single product, and Greenhouse covers interview planning. Zoho Recruit and Breezy HR both list interview features, and JazzHR adds structured interviews and assessments on its Plus plan. The listings do not say which calendars each scheduler connects to, so ask that in the demo.
Job board posting
Posting reach varies a great deal. Workable lists posting to more than 200 job boards, and Zoho Recruit lists more than 75. JazzHR includes job posting and syndication, Breezy HR covers job advertising and career sites, and SmartRecruiters includes job distribution for enterprise hiring. Teamtailor leans toward the career site and employer brand, with unlimited job postings and more than 450 integrations. Count the boards you actually use before you compare these figures.
Pricing shape: quote, published or free
The pricing models fall into three shapes.
- Quote-based: Greenhouse prices its Core, Plus and Pro plans through a demo, Teamtailor is quote-only, and Lever prices by custom quote, with several AI features sold as add-ons.
- Published in part or in full: Workable and JazzHR list prices, JazzHR by year, and Ashby publishes only its smallest plan. SmartRecruiters publishes an entry price, with higher plans sold through sales.
- Free plans with limits: Breezy HR has a free forever plan with one active job or candidate pool, and Zoho Recruit's Free Forever edition allows one active job per recruiter license.
Seat counts matter as well. Teamtailor advertises unlimited job postings and users, and Breezy HR's free plan includes unlimited users. Zoho Recruit charges extra for hiring manager and vendor licenses, so count who needs access before you compare totals.
Bundling changes the total too. Workable's listing says recruiting comes bundled with HR in each price, so a team that only hires pays for modules it does not use. Ask whether the price you are quoted includes every job board, integration and AI credit you plan to use.
When an applicant tracking system comes first
Buy a tracker first when hiring is the bottleneck: several open roles at once, several interviewers per candidate, or candidates lost between stages. Plan size can change the choice. Ashby and Teamtailor split their plans around 1,000 employees, and JazzHR's standard pricing excludes organizations over 250 employees.
A small team that hires a few people a year can start on a free plan. Breezy HR and Zoho Recruit both have one, but each limits the free edition to one active job, so a second opening needs a paid plan or a second tool.
If the day-to-day need is employee records, time off and payroll, start with HR software instead. BambooHR focuses on employee records and reporting, and payroll is an add-on. Its listing also covers hiring and onboarding, so a team that starts there may not need a separate tracker yet. Open-source option
OpenCATS is the open-source applicant tracker in this ranking. Its code is under the Mozilla Public License 2.0, and its listing says candidate data stays on your own server. You host, back up and patch it yourself. The listing describes fewer features than the commercial products and no AI features. For a self-hosted HR system, OrangeHRM's Starter edition is free under GPL-3.0, but recruitment sits in the paid Advanced edition.

How to decide
Work through four checks before you book a demo. Count your open roles and the interviewers on each. Run one real job through the pipeline and scheduling in a trial or demo. List the job boards you need and confirm they are included in the plan you would buy. Then ask for the full price in writing, including AI credits and add-ons, and ask how candidate data can be exported if you leave.
Score each finalist on those four checks, then compare the cost over a full year rather than the first month. A tracker that is cheap to start can cost more over the year once add-ons, extra licenses or AI credits are counted, so the first quote is only part of the figure.
